Target has agreed to a $40 million settlement with U.S. financial institutions over its 2013 data breach. Under the settlement, financial institutions will have the choice to receive up to $1.50 per compromised card over what they receive from Mastercard and Visa or 60% of their total fraud and reissuance costs from the data breach.
