The two California men induced struggling homeowners to pay $3,500 to $5,500, pledging to negotiate loan modifications. They hid the role of a convicted felon who was the true owner of the scheme, and instead let the company use their names as lawyers to lend legitimacy to the scheme, but didn't actually participate in the process.
